# Hamburg all-day schools: GTS changes, petition and facts

**Last updated:** 26 September 2026

## Short answer

At 87 Hamburg all-day schools (GTS) with pre-school classes through grade 4, the allocation for all-day provision is planned to change. Under the formula presented on the website, the current allocation of 10 teacher hours per week and 300 honorarium hours per calculated all-day group is planned to be removed. The share of an educator position rises from 34.0% to 62.4%. The change is planned in stages for 2027/28 and 2028/29.

## What is a GTS?

A GTS is an all-day school under Hamburg's framework concept and is organised by the school itself. Teachers, educators and external instructors work as a team. Lessons, learning time, support and activities are integrated across the school day.

## Separate online petition on Change.org

In addition to the formal paper-based Hamburg Volkspetition, there is a public online petition on Change.org. Online signatures do not count as signatures for the formal Volkspetition.

## School support: reorganisation for 2026/27
Hamburg is also changing the organisation of school support. The authority says individual need remains the basis and there is no general cap. Support provided by voluntary-service staff is, however, to be organised entirely through combined measures, where one worker can support several pupils in a class or school.

## Public hearing on GTS all-day schools on 7 October 2026
The Schools Committee meets on Wednesday, 7 October 2026 at 5:00 pm in Hamburg City Hall, Großer Festsaal. This date refers to the GTS hearing, not the separate school-support hearing. Members of the public can register on site to speak using a slip with their name and a keyword. Statements and appeals are planned rather than a Q&A format. According to the information currently available, there is no fixed speaking-time limit; written submissions can be attached to the minutes. The hearing is followed by a discussion between the Senate and MPs.
